There was an obvious demand for identifying obstacles to implement the PPP policy and its goals in the Capital City, and for selecting the projects developed in line with the priorities of development policies and stakeholders' capabilities.  Responding to this demand, The Governor's Office of the Capital City commissioned the the “Public Private Partnership Policy and Regulation Development of the Capital Cityproject that was funded by the United Nations Development Programme.

Within the scope of the project, IRIM conducted a situation analysis and based on its findings, we developed the policy and the regulation on PPP project implementation of the Capital City.  

In order to define the current situation of PPPs in the Capital City, IRIM conducted a workshop amongst main stakeholders in charge of PPPs in the Capital City including The Department of Policy and Planning of the Governor's Office of the Capital City, Ulaanbaatar Department of Industry and Innovation and Ulaanbaatar Development Corporation JSC. Findings of the situation analysis showed there were a lack of policy and regulation for implementing PPP projects and of cooperation among stakeholders and their duties. Moreover, authorities of the stakeholders were unclear. Additionally, PPP knowledge and understanding were poor and inconsistent amongst the specialists of the implementing agencies of the Capital city.

Based on the findings of the Situation analysis, IRIM conducted a training workshop between 34 specialists from 25 Implementing agencies and relevant departments of the Capital City in charge of PPP projects and their legal issues.

Moreover, we developed the policy and regulations on PPP project implementation of the Capital City based on the findings of the situation analysis. These documents define scope and definitions of PPPs, and clarify duties of main stakeholders. In addition, methodologies and approaches to successfully accomplish the PPP projects have been included in the regulations. Therefore, we hope the policy and regulations will contribute to the resolution of current problems in further development of PPPs in the Capital City. Policy and regulations have been updated in accordance with the above mentioned main stakeholder’s comments and the latest version has been submitted to the Governor's Office of the Capital City.
