The Ministry of Health (MoH) commissioned with Asian Development Bank funded by Japan Fund for Poverty Reduction started implementing the Action Plan for the Implementation of the State Policy on Health Development Project between April 2018 and October 2019. Within the scope of the project, a national Consultative Meeting is held among the national and international stakeholders in the health sector of Mongolia on April 09, 2019 at Topaz Hall of the Blue Sky Hotel. The aim of the meeting is to present the participants the current progress of development of an Action Plan for the State Policy on Health, introduce the main feature of the Policy Implementation Plan and receive their inputs and comments on the draft of Action Plan of the State Policy on Health. Chaired by the State Secretary of the MoH, Mr.B.Byambadorj and facilitated by the Director of Policy and Planning Department of the MoH, Ms.R.Oyunkhand, the meeting draws a broad participation of the representatives from the stakeholders. The participants included the Ministry of Health and the Ministry of Environment and Tourism; government implementing organizations such as General Agency for Specialized Inspection, Mongolian Agency for Standardization and Metrology, Authority for Fair Competition and Consumer Protection, National Emergency Management Agency; international donor organizations including ADB, JICA, GIZ, KOICA, TIKA, Save the Children Fund; and Embassies of  Japan, Cuba and India to name a few. During the meeting, the participants appreciated their participation in development of the documents and expressing their willingness to collaborate with the consulting team.

Project overview

The Consultancy Team comprised of two international consultants from Conseil Sante and five national consultants from IRIM are to develop Action Plan for the Implementation of the State Policy on Health (2019-2026). The documents will include the following sub-components: (i) Essential and Complimentary Package of Services, (ii) Policy Implementation Strategies (2019-2026), (iii) Policy Implementation Plan (2019-2024), (iv) Medium-term Expenditure Framework (2019-2024), (v) Medium-term Investment Plan with Procurement Processes (2019-2024), (vi) Service Planning Framework (2019-2024) and (vii) Monitoring and Evaluation Framework (2019-2024).

It will be used as an umbrella document for preparing the annual plans and budget estimates of health sector organizations at all level. The main document will be consistent with the relevant laws, especially Law on Development Policy Planning.

The Consultancy Team will employ participatory approach for development of the Action Plan for the Implementation of the State Policy on Health, involving selected national and international stakeholders in thematic and technical working groups. This way, the Project will be able to use the Plan Document Development processes to enable and undertake capacity building through skill development and knowledge sharing thus promoting local ownership of the Plan and its supporting documents.
