IRIM is implementing the final evaluation survey of the Fostering Civic Engagement at Subnational Level (FOCE) project for The Asia Foundation. IRIM implemented the baseline assessment survey for this project in 2013. The final evaluation will identify the project’s impact by measuring the outcomes of the project and comparing the results with baseline indicators.

The final evaluation survey will take place from the 22nd of September until the 25th of January. Data collection will be conducted in Khan-Uul district of Ulaanbaatar, Arkhangay, Dundgobi, Sukhbaatar, Tuv and Khovd aimags. The control group sites are Sukhbaatar district of Ulaanbaatar and the Gobi-Ugtaal soum of Dundgobi aimag.

Collection of quantitative data from 734 citizens from the sites will be conducted using tablets and mobile applications. IRIM is also collecting qualitative data from local government officials and CSOs using qualitative methods.
