IRIM will be presenting the first results of its in-house project: ‘Digital Transparency Index of Government Organizations’at its Annual Reception in December 2019. 

We initially started, the monitoring survey of the transparency of Mongolian government agencies websites in 2010. The purpose was to evaluate the implementation of the Government Resolution No.143: ‘Indicators for transparency of public organizations’.

Since 2010 we have conducted the monitoring survey annually.  Each year, we try to improve the monitoring survey methodology in accordance with the ‘Law on Information Transparency and Right to Information’ and the ‘Glass Account Law’, which were adopted in 2011 and 2014 accordingly. 

Over the years we have monitored over 80 official government organizations of Mongolia including ministries, government agencies, provincial and district level government organizations., (Due to government structural changes, the number of organizations monitored varies slightly year to year.)

Besides publicly presenting the monitoring results, we provide advocacy work. This includes the organization of discussions and meetings among key stakeholders as well as delivering the survey results with suggested further improvement recommendations to each government organization included in the survey.

In 2019, with the aim to improve the methodology to enable the survey to be internationally comparable , IRIM developed the Digital Transparency Index (DTI). The result of the DTI will be presented during our Annual Reception, which will be held on 11 December 2019.
