In order to enhance public transparency by providing openness in the public organizations‟ websites, Mongolian government had adopted a regulation „Public indicators to ensure public organizations transparency‟ in 2009.
In this respect, the aims of the project are to: monitor official websites of governmental organizations in order to improve the transparency in their operations; monitor the implementation progress of the Governmental Resolution 143 named “Transparency criteria” dated on May 14, 2009 while comparing it with previous monitoring results; and to provide recommendations. Based on the results of analysis, research team elaborated recommendation for further operations to ensure the regulation‟s implementation in those websites.
The monitoring is repeated annually in 2011, 2012 and 2014 and thus a comparative study. The web monitoring-1 and web monitoring-2 were funded by UNDP Mongolia where the phase 3 is funded by IRIM. The questionnaire reflected the client‟s recommendation and advice, and contained questions which allowed comparative methodological study and data processing, and which might also be useful for policies and decisions to be made in the future. The monitoring covers four main areas as specified within the Government Resolution
143 on “Transparency criteria” including:
1. Functional transparency
2. Transparency of the human resources
3. Budget transparency
4. Transparency in the procurement of goods and services with the state and local government property monies.
Selected criteria and indicators for monitoring transparency of government websites were:
1. Openness of information
2. Effectiveness of information
3. Accessibility of information
It is worth noting that each of these criteria is measured through four to six indicators developed in the previous monitoring. Also survey findings were presented at the workshop of government officials. The policy brief based on the survey findings were prepared.
