Mercy Corps Mongolia (MCM) has been implemented the USAID-funded “Leveraging Science and Tradition in DRR in Mongolia  (LTS)” project in three phases between 2013 and 2019, funded by the United States Agency for International Development (USAID). The overall goal of the current phase/ LTS3 is to reduce the vulnerability of herder households in Mongolia through disaster risk preparedness and improved rangeland management. The followings are the main objectives:  

  1. Enhance local capacity to detect, treat and control transboundary animal disease through the introduction of participatory epidemiology. 
  2. Support the improvement of rangeland management in target areas and increase the enhanced pastureland area 
  3. Strengthen the capacity of local governments to focus on disaster risk reduction and rangeland management 
  4. Improve herders' knowledge and skills on disaster prevention and pasture health. 

Between October 2020 and November 2020, an external final evaluation of the LTS-3 project was reviewed achievements against the planned project objectives, outcomes, targets, and key indicators of LTS3, and assess overall program performance and outcomes, both planned and unplanned. The evaluation was undertaken by the International lead evaluator and the Mongolian Evaluation Team, a team from the IRIM Research Institute. The evaluation assessed the contribution and performance of the project to the following main areas. 

  1. DRR planning, preparation, and management  
  2. Rangeland management  
  3. Participatory Disease Surveillance (PDS) approaches 

The evaluation was carried out using the “ Outcome Harvesting” Methodology which comprised of a desk review, key informant interviews with relevant officials, focus group discussions with project beneficiaries, and field observation.
