The purpose of this mission was to serve as an extension mission to the IRBM capacity-building work carried out in 2017 under the EG4EG project. There were two missions fielded in 2017 as part of the effort to support the Ministry of Finance, Mongolia to strengthen the Mongolia Development Policy Planning Management Cycle, by strengthening the M&E functions required under the Resolution 322/89 dealing with the M&E functions related to the development programmes. This mission in 2018 was carried out in 3 linked phases from March to June 2018. 

The extension mission was meant to further strengthen the core functions and performance of the MoF through the use of the strategic performance and M&E plan for the Ministry, consistent with the principles of the Integrated Results-Based Management (IRBM) system.  The focus of the mission was to support the MoF to design and develop a set of strategic results-based performance and M&E plans for different levels that could be used by the Minister to better manage its core functions and role as the Ministry of Finance. 

The final result of this assignment is a set of MoF Department and strategic Ministry-level Performance Plans, which have been developed with the respective managers, i.e. DGs, State Secretary and Hon. Minister. The IRBM Performance Plans have been circulated through Mof Internal website, for use by MoF staff and management.  

Description of actual services provided by your staff within the assignment: 

1. Mission 1 (2018.04.09-2018.06.01) 

  • Organized the consultative meetings and workshops with each 10 departments of MoF on the strategic analytical work to design and build their Strategic Performance Plan (SPP) document as well supported the international consultant throughout the process 

  • Conducted the follow up meetings with each team to hand hold them to fill out the template of SPP and M&E plans and draft the documents 

  • Organized, prepared and participated the senior level meetings which aimed to introduce the purpose of the mission of IRBM and disseminated the relevant information of the projects in Mongolian to various stakeholders. 

  • Submitted relevant sections for the Mission 1 report to the international consultant.   

  • Interim period (2018.04.09-2018.06.01) 

  • Provided relevant technical support to each departmental team to finalize their draft of SPPs and M&E plans throughout the interim period.  

  • Follow up the progress of departmental teams in a close coordination at the MoF.  

  • Mission 2 (2018.06.04-2018.06.29),  

  • Reviewed and fine-tuned the departmental SPPs and M&E plans 

  • Supported the consolidation process for developing Ministry and Ministers’ SPPs 

  • Organized the two high level meetings with the Departmental director in Generals to discuss and further develop all departmental, ministerial and ministers SPP and M&E plans.  

  • Organized and prepared the senior management level meetings, including the meeting with the Minister of Finance 

  • Submitted relevant sections for the Mission 2 as well as final report to the international consultant.
