Project description:  The Urban Governance Project (UGP) is a component within the Swiss Agency for Development and Cooperation’s (SDC) Governance and Decentralization Program (GDP). The UGP is due to continue throughout July 2015 to December 2018, and the ‘overarching goal is to have subnational governments that are empowered, democratic, and accountable to citizens, providing sustainable services responding to citizen’s needs’ (TAF, 2015. Appendix 1. Bibliography). More particularly ‘UGP will also support the municipality’s administrative decentralization of pro-poor services, piloting the delivery of targeted social welfare services at the khoroo level.  

Description of actual services provided by your staff within the assignment:  

• To develop survey methodology co-working with the client 

• To conduct 400 interviews using tablet application form,  

• To conduct 14 focus group discussion and process maps in 14 services,  

• To perform quality control in the data collection and give project information to the client regularly and to confirm the collected data,  

• To sum up confirmed data and create data base,  

• To analyze the collected data, develop a report and submit the final deliverable to the client.
