Our organization implemented “Real Time Monitoring of the Impact of Planned Fiscal Tightening and Changes on Social Welfare Spending” project, with financing from UNICEF and cooperation with the Ministry of Labor and Social Protection, during the period covering September 2017 to March 2019. 

The project covered a total of 140 households, 40 children, 40 teachers, and 20 representatives from 6 local organizations of 7th khoroo of Songinokhairkhan, 9th khroo of Bayanzurkh district, Erdenetsogt and Gurvanbulag soum of Bayankhogor province. The project aimed at evaluating social and economic impact from changes in social welfare policies on children and families of vulnerable groups. 

The monitoring measures 9 indicators through qualitative and quantitative methods. Data was collected through following stages and frequencies:    

  1. Monthly quantitative data collection was conducted through questionnaire with survey respondents including 140 households, 40 children, 40 teachers, police officers, social welfare social workers, grocery store owners, local hospital doctors and local traders of all 4 survey areas 

  2. Quarterly individual interviews with survey respondents based on the 9 indicators, and with industry experts regarding the policy changes and implementations of social welfare program, especially “Child Money” program.  

Description of actual services provided by your staff within the assignment: 

  • Developed 9 types of questionnaire and 10 types of qualitative interview tool in English and Mongolian  

  • Conducted desk reviews on policy documents in order to monitor the policy implementation  

  • Collected quantitative data from all 4 survey areas on monthly basis (12 times)  

  • Conducted qualitative interviews in all 4 survey areas on quarterly basis (4 times)  

  • Conducted 12 case (life story) studies  

  • Organized content and quality checks after each of the data collection, entered qualitative and quantitative data, and formed panel data  

  • Analyzed and processed the collected quantitative data in STATA program 

  • Developed 12 monthly, 4 quarterly reports, and a final report of the project in both English and Mongolian 

  • Presented the study outcomes for respective representatives of Ministry and agencies through consultative meeting.
