The objective of the consultancy service was to develop the Public Private Partnership (PPP) Policy and Regulation of the Capital City. 

The work was to develop the PPPs’ Policy and Regulation within the Capital city, and the following activities conducted:  

1. Conduct situational analysis – (reviewed current legal acts, institutional structure, regulation and methodologies and provided recommendations on further action for broadening the scope of PPP projects)  

2. Development of PPP documents – (developed a policy and a regulation on implementing PPP projects in the Capital city which includes requirements and criteria for identifying and prioritizing development projects in need of investment. In addition, methodologies for screening projects and conducting external evaluation and producing reliable assessment.    

3. Empowerment of human resource –to conduct a training to raise awareness regarding for PPP and implementation of PPP projects  

Description of actual services provided by your staff within the assignment: 

1. Organized a workshop among Implementing agencies in charge of public, private partnership for discussing the current situation of PPP at the City.     

2. Developed a report on situational analysis of PPP at the Capital City  

3. Organized a PPP training among specialist of Implementing agencies governed by Mayor of the Capital city and specialist of departments and agencies in charge of PPP in the capital city. A total of 34 specialists are included in the training.  

4. Developed a policy on PPPs of the Capital city 

5. Developed a  regulation on implementing PPP projects
