Background 

Quality labour market data - including precise information on the qualification levels of workers - are scarce in Mongolia, as in many other countries. Most datasets are not extensive and of varying quality. Although demand for specialised and qualified skills exists in the labour market, the technical and vocational education and training (TVET) sector cannot fulfil these needs qualitatively or quantitatively. Graduates of public and private vocational schools often fail to find employment, as their training does not fit the needs of the labour market.  

The problems have been associated, in part, with the lack of good quality information on labour market demands and TVET graduates. Accordingly, the Sector Project ‘Digital Development’ GIZ has taken the initiative to implement a digital platform named ‘Build4Skills’. The initiative is still in the early stages and requires further improvements in methodology and the tools to be used for identification of relevant data and data sources on the labour market.  

Project design 

The following three sets of activities will be performed: 

Stage I: Developing data mapping for the Mongolian labour market. Identifying relevant data and data sources on labour market information and information of TVET measures. Key informant interviews will be conducted to gather available data and develop alternative methodologies for integrating and collecting data sets.   

Stage II: Developing implementable concepts for data analytics. Based on mapping for relevant data sets and their sources, calculations of labour market demand and supply will be completed. Development of proxy indicators and alternative data collecting methodologies (to fill the remaining data gaps). Recommendations and development of algorithms for automated data transfer and exchange with all data collaborating partners. 

Stage III: Providing advisory services and supervision of the implementation of the Data Analytics Concept with stakeholders. Presentation of workshop, and supervision of stakeholders’ (from GIZ, data collaborating partners and other relevant institutes) work with data, and how to implement data analytics software according to the implementation concept.  

Findings and conclusions: 

The research findings and implementable concept report will be submitted in October 2018.
